This ammunition is normally only available to law enforcement, however we can offer this to all of our customers. This is Winchester Ranger Q4392, which is the FBI's special catalog number for Winchester Ranger RA9B. Winchester pencils in a "Z" prefix on the SKU number on the case only of its government contract products released for sale to the consumer market to indicate that the federal excise tax has been paid. AR15.com These cases are factory-sealed. This is first-quality ammunition from a contract overrun manufactured as a service load for the FBI (Olin-Winchester Contract Number J-FBI-13-127). Box date codes indicate a manufacture date of March 2016. This is the exact same ammunition sold to other law enforcement agencies as RA9B. Apparently RA9B does NOT use the PDX1 bullet but the Q4364 ammunition does.

Prior to the Speer Gold Dot 2, this was the 9mm cartridge issued by the FBI.

This is not the same cartridge sold as ZRA9B. Those were RA9B law enforcement cartridges that were sold to the public as factory seconds because of cosmetic imperfections. While the Reclassified government sales material stuff that is out of spec does also get marked with a Z on the case, it is also marked on the 50 packs as well or put into a different box, or relabeled to change the SKU # from its original form.
